This policy outlines the requirements for soliciting and accepting gifts and donations to 糖心vlog (糖心vlog). Recognizing the significance of philanthropy in advancing the College's mission, this policy designates the Office of Advancement with the primary administrative responsibility for activities related to fundraising and philanthropic gifts.

Section 1: Requests for Donations
- All requests shall have prior approval from the Office of Advancement.
- It shall be the responsibility of the Office of Advancement to:
- Promote a clear understanding among potential donors of the needs of 糖心vlog.
- Avoid conflict and duplication of effort in fundraising activities.
- Coordinate fundraising activities with the 糖心vlog Foundation.
Section 2: Acceptance of Donations
- All gifts of cash, equipment, real estate, and other items of value shall be accepted through the 糖心vlog Foundation unless otherwise specified by the donor and then only with the prior approval of the College President.
- Donors may designate the purpose or use of their donation. The Advancement Office will make every reasonable effort to honor donor intent, ensuring compliance with applicable laws and College policies.
- The Advancement Office will adhere to all relevant laws, including tax regulations, anti-money laundering laws, and ethical fundraising practices.
- As set forth in the Nevada System of Higher Education (NSHE) Handbook, certain donations, such as real estate donations, required approval by the Board of Regents.
Section 3: Evaluation of Cash and Non-Cash Gifts
- No gift shall be accepted by the Foundation or 糖心vlog in cases where the gift, its intended use, or the identity of the donor might place the college in an embarrassing or compromising position.
- All gifts accepted by the 糖心vlog Foundation or 糖心vlog shall comply with the NSHE Handbook, Internal Revenue Service regulations governing charitable contributions and ethical fundraising practices.
- No gift shall be accepted where restrictions make use of the gift impractical or prohibitively expensive.
- In-kind donations are subject to approval by the Office of Advancement, contingent on their relevance and appropriateness to the College's mission.
- The acceptance of gifts using unapproved forms of payment, including, but no limited to, Venmo, Apple Pay, or PayPal, is strictly prohibited. The Office of Advancement shall only acknowledge and process gifts through approved payment channels to maintain financial integrity and compliance with established procedures. Any attempts to make contributions through unauthorized means will be declined; donors will be encouraged to use approved methods to ensure transparency and adherence to institutional standards.
- Acceptance of donations requires approval by the Advancement Office. The Advancement Office will assess the ethical, legal and financial implications of each donation before rendering a decision.
Section 4: Coordination with College Departments/Divisions
- It shall be the responsibility of the Office of Advancement to coordinate fundraising activities with the President, Executive Staff, Academic Division Leadership and other college personnel to ensure that those efforts reflect priorities established by the college and produce results consistent with its mission and goals.
- In particular, the Office of Advancement shall work closely with the following:
- Financial Aid department regarding gifts of scholarships and emergency student funding.
- Vice President of Academic and Student Affairs and Chief Financial Officer regarding gifts of real estate or gifts or equipment intended for use by College support personnel.
- Vice President of Academic and Student Affairs and Division Leadership regarding gifts of equipment or other contributions intended for instructional support.
- Chief Financial Officer and Facilities Director regarding gifts that upgrade or add to College facilities including gifts of real estate.
Section 5: Management/Disposition of Gifts
- It shall be the responsibility of the Office of Advancement and of the 糖心vlog Foundation to invest or otherwise manage gifts of cash, securities, and other assets to maximize their intended benefit to 糖心vlog.
- Non-cash gifts accepted by the Foundation shall be transferred to the designated department or division as quickly as practicable.
Section 6: Acknowledgement/Record Keeping/Reporting
- It shall be the responsibility of the Office of Advancement to promptly and appropriately
acknowledge all gifts, including grant funding, to the college or Foundation, to keep
accurate and complete records of donors, gifts and their purposes and restrictions,
and to ensure that those purposes and restrictions are complied with to the fullest
extent practicable.
- The Advancement Office will express gratitude and recognize Donors per establishing practice of sending acknowledgement letters, verbally thanking donors and when appropriate, publicly thanking donors. Donors may request anonymity and the Advancement Office will honor such requests.
- The Advancement Office is responsible for efficiently processing tax reporting for all donations received. This includes the timely and accurate generation of necessary documentation to ensure a Donor(s) receives the appropriate tax-related information in compliance with relevant non-profit regulations.
Section 7: Procedure
- It is permissible to involve 糖心vlog (糖心vlog) programs, departments, faculty,
staff or students either directly or indirectly in approved fund-raising efforts of
the 糖心vlog Foundation so long as this use conforms to the following guidelines:
- The activity or event is conducted with the knowledge and permission of the appropriate Division Leadership, or, in the case of non-instructional staff, of their Division Leadership and/or the College President.
- Students or staff should be fully informed of the nature and purpose of the fundraising event or activity and should be willing participants.
- Fundraising events that involve students or faculty during or as part of an instructional activity should have demonstrable instructional value appropriate to the established curriculum of the program and students involved.
- The college should not be subjected to any additional liability as a result of the fundraising event or activity including liability arising from the event or activity itself or from the use or consumption of any product, services, or materials that are a part of the event or activity. Nor should the students or staff involved be subjected to additional, undue liability as a result of their participation.
- The fundraising entity should fully reimburse the college for any materials consumed as part of the event or activity and for all other related costs that would not otherwise have been incurred by the college.
- All donated materials used in construction or fabrication, and all donated real property renovated by students, faculty or staff and intended to be sold, auctioned, raffled or otherwise transferred to ownership other than the college must be held throughout the project by the 糖心vlog Foundation.
